Here is a Mississippi paper’s publication of the platform of the KKK which focuses on the disenfranchisement of blacks. Many white conservative newspapers published Klan propaganda.

The “mean whites and radical negroes” referred to in the first paragraph are those people of both races who advocated a color-blind legal system in Mississippi. “Mean” is used in the sense of a person “of poor, shabby, or inferior quality or status.”
