Those who hoped to advance the cause of white supremacy after the Civil War found themselves stymied by the Freedmen’s Bureau. This Federal agency set up schools, protected the labor rights of former slaves, and investigated white terrorist attacks. By the end of 1868, the Bureau, under Union General O.O.
